Diamond and Pearl remakes are obviously hindered by design, there's absolutely no way they look that bad on purpose if it's not due to an auto-boicot.
Think about it:

They are just throwing a no-name developer under the bus, who got money to make just a half-assed remake.
Making a Let's Go style Remake (graphics-wise) wouldn't have been more expensive. It looks like shit deliberately. It's not aimed at children, no remake is. It's supposed to be aimed at the people who played the original, and more specifically it's aimed to piss off the people who played the original so they see Legends with better eyes.
So GF is the saviour and regain the confidence they have lost since Gen 6
