I'd say Lysandre is the most dangerous because he doesn't realize he's a villain.
Colress knows the difference between good and evil and just doesn't give a fuck. He does evil shit for science and he's immediately swayed to the side of good because he realizes that being good will net him better results.
Lysandre was going to kill every Pokemon and almost every human because he thought it was the right thing to do. Literally nothing could be done to make him see reason because reason doesn't exist in his mind.

Being a smart person and a good loser doesn’t make you a good villain. I would put him and Rose on the same level just because they both willingly antagonized a monster that should not have been released, all with good intentions, only Rose genuinely believes his plan will work and probably posed a greater risk to the region than Colress did simply because Rose was incompetent.
As an antagonist I liked Colress but I didn’t see enough emotion to truly rank him highly. I need that break down, that intention reveal, or that sense of insane conviction for me to love the villain. BW2 is among my top three Pokémon games too.
