This would allow it to nuke things with what’s an effectively 270BP water move (80 x 1.5[STAB] x 1.5[Crit] x 1.5[Sniper]) move, make Blizzard a spammable 100% accuracy Ice move that becomes an extremely powerful nuke if Scope Lens + Focus Energy is used, along with Dark Pulse for extra coverage, along with now having base 130 Spe.
Should be UUBL at worst, OUBL at best
