You can send in a counter that gets 3HKO'd by the mon it's countering and can OHKO that mon.
But your opponent can just hit you as you switch, and then switch out the next turn, and now your counter can no longer switch in without getting 2HKO'd.
And on the other hand, you can send in a check with good enough prediction.
"Check" and "counter" shouldn't be used to determine whether or not a Pokemon is broken like it is.
