Some people think that fan art, especially sexual, should be as close as possible to the source material. Gardevoir may be humanoid, in the sense of having two arms and legs, but they have no breasts and different proportions that give them a distinct look so many sexual fanart depict them with breasts and humanish proportions since, well, that's the target audience. It happens to all pokemon and it's more radical in non-bipedal mons but I can kinda see where they come from
