I swapped the order a little: Whitney gets skipped, refuses to fight you after losing to your rival. You get to Mahogany, fight Team Rocket, then fight Team Rocket in Goldenrod, battle Whitney after Team Rocket leaves Goldenrod, and then battle Pryce. Janine takes Koga's place in elite four, Koga stays as the gym leader in Kanto.
