Both can be stretched to be suitable thematically, Reshiram because he isn't actually wrong in that some humans do fuck over Pokémon, yet is unwilling to believe in the Ideal that Humans and Pokémon can work together, Zekrom because he has his own ideal for freeing Pokémon and was ignoring all the truths that things aren't as bad as he thinks they are.
Reshiram looks better getting eaten by Kyurem too, and gives a nice FIRE AND ICE theme for W2.
Honestly the whole point of Reshiram and Zekrom is that they are as interchangeable as possible while still making sense because they are two halves of a whole ripped apart by people upholding their "Virtue" to fanatical degrees and ripping itself apart in desperately trying to please them, leaving a empty husk that was vilified and hated. And that is the real irony, N is using parts of a Pokémon fanatically loyal to humans to a point it separated itself to try to separate humans from Pokemon. It's not actually about Truth or Ideals, it is about understanding and empathy.
Kyurem itself is a showcase in that the separation in the chase for either (which is what N wants to bring about) is not something that will works, it just bring pain suffering and eventually a insatiable hunger to just be whole again.
