I recently chose Serperior for the first time on a playthrough, and I have to say that I was pleasantly surprised. Sure, their movepool is super shallow, but with things like Coil, Leech Seed, and Giga Drain, they can become quite the defensive powerhouse.

Starters are meant to be marketable so it's safer to give them all arms and legs. I also think it's cause the artstyle is way more toony/chibi but that's just me.
