2 reasons.
Powercreep and the new tier cutoff. Now a mon needs to have 4.52% usage in a tier to be in the tier, whereas it used to be 3.41%.
Lucario was OU in gens 4 and 5, UU in gens 6 and 7, and would be RU in gen 8 with the old cutoff.
Mega Lucario also made Lucario look better in gens 6 and 7, making it seem like it just got outclassed, but didn't get weaker.
The decline was more steady than it looked.

I don't know man. The abilities he added are fucking ridiculous, especially Adaptability. With this thing's STABs and movepool (priority and accurate high BP attacks), it would easily be a top threat, especially with such a great speed stat and solid attacking stats. Jus compare it to Crawdaunt and you can see why it would be so good. This thing would probably be OU in Smogon.

Mixed attackers are only bad if they're both slow and frail.
101 is fast enough to outspeed a big portion of the meta, and it has access to priority for the things it can't outspeed.

Lucario is supposed to be a glass cannon, of course it's gonna be frail. More than 70 defenses don't make sense on this skinny jackal fighter. Thing is, if you're very frail, being fast and strong enough does make up for it, the problem is being both slow AND frail, it's why shit like Honchkrow and Camerupt will always be mid tier at best unless they get a total rework.

Loss of Megas. In addition to the obvious answer that not having a mega is a nerf (not that it matters for showdown because lucarionite is banned), but a lot of the stuff it checked/beat was either a mega form like Mega Absol or Mega Aerodactyl or something, so the meta looks totally different with them gone

There aren't a lot of faster pokemon capable of bulking through this Lucario. Some can revenge kill like Garchomp, or Scarfers but they can have some issues switching in safely. Just looking at OU though, Moltres, Zapdos, Slowking, Toxapex and Slowbro wall it if it doesn't run coverage which it probably wouldn't with Adaptability.

Pretty similar to the other but the slightly higher speed is nice, allows it to outspeed Garchomp, Aura Storm would be a really powerful nuke. Increased coverage is good but once again not sure if Lucario would use it because Mega Lucario would always prefer to spam STABs over going for SE moves.

The speed would be fine, the real problem is that it's walled by the current meta, same issue for Blaziken which is sitting at UUBL now despite being able to destroy offense.

Stat EXP is the Gen 1/2 version of EVs. There was no limit so you could have all stats maxed out. This helps mixed attackers.

Adaptability works with the mega because it's evolved to become a perfect fighting machine but it doesn't fit his base form either. Tough Claws, Sand Rush/Force, Scrappy would be better fits for it lore wise.

Because he is a retard that parrots /vp/ memes and you are too. Mixed attackers with a good speed stat are very scary because you can't know what to expect until they reveal all their moves. Especially with this hypothetical where the abilities agument its power so well (Magic Guard removing the drawbacks of its most powerful STABs on top of canceling every other form of passive damage, and Adaptability being self explanatory).
