While I do like the beta fire starter, Cyndaquil is one of my favorite pokemon so I would still call the change a good call.
That being said, I would've still loved for this design to be repurposed into a regional pikachu clone or something in a later gen, but unfortunately every pikachu clone after Marill had to be Electric type.

I remember long ago going full autist and trying to imagine each betamon as a full proper Pokemon and trying to make lore/movesets/typing/stats/ability/etc for it. It was autistic but a ton of fun, and taught me a ton about making a fun Pokemon to use in game.

This would be so much better if it had a mane to fit with the fist 3 eevees. Espeon and Umbreon not having a mane is fine imo, but this one should have had one. And a mane for a plant eevee would be so easy, just a bunch of ferns.

Pre evo for Latias or Latios, starts roaming at the start of the game.
As strong as a starter, evolution is around late game at the earliest point so no ORAS style free nuke.
After E4, either you stick with the usual species in Ruby/Sapphire, or let players pick again in Emerald. Same breeding mechanics as Manaphy. Evolves into either.

I still can't believe they never used this little guy. It's adorable and easily could become very popular in marketing, and clearly someone liked the design enough since it was hanging around since RG days.
Evolution needed a little more work though, not a lot of differences between the two. Maybe that's why they scrapped it?
