I personally liked the identical colours of their Megas since they're both the Eon Pokemon, but they definitely should've added slight distinguishable alterations to them instead of lazily making them identical.

Lugia was designed for M02 and in that it has blue spines so that's most likely why although the black ones do give good contrast and it would make it more complementary to Ho-Oh with Ho-Oh being the Rainbow Pokemon and Lugia having a predominantly monochromatic colouration.

Black spikes do look pretty good. I like the rainbow vs monochrome dynamic Ho-oh/Lugia could've had.

I actually like that the megas are purple because it's midway between blue and red (same for the mega shinies being green because the base forms are yellow and cyan)

The biggest crime with Lugia is the shiny. I will never understand why it was given a magenta which eventually became a hideous pink when Ho-oh turns gold+silver and Suicune turns crystal. Lugia should have gotten a silver themed shiny. If that's too much then even green would have been better since it is based off of the Dragon King/God
