I'm not sure if Nidoqueen/Nidoking with queen having breasts counts because they are different species. Similarly while Gallade and Froslass have more humanoid appearances, you can have a male Gardevoir or female Glalie. Others that use human influenced gender differences such as Frillish have the male and female influences in equal measure so those are not examples either. Overall this seems more like a fanart issue than an official issue.
