It happened a while ago, Basically Typhlosion used to be PU but it was banned to PUBL because smoggies can't hand a pokemon whose only move gets 25% weaker every time it switches in. Then it ended up in NU were it was literally worthless.

People using mons in tiers higher than they belong is an unfortunate flaw of the tiering system for sure, but it mostly works out.

The tiering system really needs a revamp.
Mons can manually be moved up by banning them, which is fair because sometimes they're too strong for the tier they're in by usage.
But mons can't be manually moved down, so lower tiers are often deprived of reasonable mons that could improve the tier.

I haven't played gen 3 meta since the netbattle days, but baton pass wasn't banned and while BP teams did exist, they certainly weren't dominating, and there were no calls for it to be banned.

AFAIK nothing fundamental about the meta has changed since then. So why do they want BP banned?
