If you reprinted the set, Pokemon would only grow since a larger audience would be able to purchase it and foster more interest. If you print a ridiculously low amount of something, you are bottlenecking the amount of possible revenue and desire in that product. If people can't get something, they will simply move onto something else entirely. Also, the actual game centered around base set would see an increase in players because now the cards are cheap enough to actually play with again instead of having to keep strictly in bimders and plastic tombs due to their value.
