The actual heart of the matter is that gamefreak plays fast and loose with letting pokemon learn a whole slew of physical attacks, but is incredibly stingy with allowing most mons learn decent special attacks. The only real exceptions are guys like Nidoking, Blissey, and the pseudolegendaries.
It's bullshit how every physical attacker with arms gets access to basic coverage like fire punch, ice punch, etc in addition to a bunch of other shit, but special attackers get fuck all most of the time.
