It's the classic "face" of the fighting type (at least prior to Lucario) and also a Kanto mon. Any type of fighting game (with the exception of Smash) will probably feature it as a result.

Unfortunately they already gave Meteor Mash to Lucario, so it probably won't get in. Why give the SIGNATURE MOVE of a decently popular pokemin to another one that already has its own movepool!?

I think I remember seeing some mons have the same moves, but they worked differently, like Cinderace/Talonflame with Flame Charge and Blastoise/Greninja with Surf, but who knows.
