Honestly what are gamefreak thinking at that time? Braviary and Mandibuzz are good looking but get locked as the post-game pokemon and I sometimes forget these pokemon.

I believe that these pokemon would be more memorable if:
A. It turns into a native american turkey(don't ask how Pigeon -> Turkey when Pikipek exists)
B. A full on Masquerade themed Peacock, as Male Unfezant was going for.

Its evolution level is fine in BW since Rufflet is a late game mon.

The problem is two-fold:
1) B&W had a higher level curve. You end up at a far higher level by the end of the game compared to other games, and so a lot of the evolution stages were hiked up to compensate
2) pokemon like rufflet were available very late in the game. So while the evo level is ridiculously high, it makes sense in-context because you still only raise it for a few levels before it evolves.

The issue is when these pokemon are brought to generations onward, where the level curve isn't similar, and the pokemon distribution doesn't fit the original intent either. The proper solution would've been to scale down a lot of these unova mon's evo levels, but they didn't. Small indie developer, prease understandu
