Spamming Earthquake may not be the best thing anymore if it takes longer to load than alternative, weaker moves. There may now be reasons to keep weaker level moves based on their gauge speed and thus entirely new combinations for strategy.

Not to mention there will be a certain feel of urgency and dynamism that Pokémon battles never had ingame.
