I never understood why the "beta map leak" has a little Kanto in it though in the final map they added Kanto near the end of the development of the games. And it's something they didn't even planned if I remember correctly.

They were having trouble fitting Johto on the cart. Nintendo sent Iwata down to GF to unfuck their code, and when he did they realized they could fit an entire extra region in, so they just sorta stapled Kanto on the game because they didn't want to expand Johto anymore because they had already completed it.

The maps aren't coded on the gameboy they're coded on a computer and then need to fit cartridge storage limitations to be actually saved on a cart. The initial builds of G/S were too big because Game Freak are dogshit developers.
