No it doesn't. Dynamic movement means that it moves independently from premade animations. Only the head does this, every other bodypart is scripted to move a specific way, and nothing else.

Fun fact: Whales physically can't move their necks, as their vertebrae are too small and have too much blubber and meat around. The only one with a moveable neck is the beluga, and you can see on its silhouette where the cranium ends and where the vertebrae start, all other whales have this tubular body shape that wouldn't allow such thing.

Christ, they did Kyogre so dirty. First its cry gets turned to screechy dog shit in Gen 6, now its model mangles itself in an effort to look at the player and its mouth awkwardly jolts open. I'd much rather the head not move at all and the fuckin thing just constantly face forward and it just turn its whole body to face the player, that would at least look natural.

It's true for all cetaceans but the beluga, they're just way too bloated. Most of the torpedo shape you see is pure muscle and fat, the actual skeleton it a little snake in comparison. The max a whale/dolphin can do with their neck is looking up and down with some help from the rest of the body, but it's not like they need to look at their sides anyway as their eyes are already side-facing. Not very flexible animals at all, but it's actually better to be a mostly rigid torpedo rather than a bendy straw underwater since you don't have to worry about your own body parts getting in your way, it's also why most diving birds are stocky and bulky like ducks and cormorants rather than tall and lanky like storks and flamingos, pure hydrodynamics. Now there are some outliers such as eels and seahorses, but overall the best body plan for a pelagic swimmer is by far the torpedo.
