Pokemon Legends Kyurem, where you play as the father/mother of the two brothers, catch the original dragon, and the game ends with a cutscene of you watching them argue about politics on your deathbed.
Aesthetic could be wild west, since the games never actually specify how long ago the dragon splitting happened.

Hiroshima is in Johto (Ruins of Alph) and Nagasaki is in Hoenn (Slateport City)
