And anyway, besides the given similarities between the two evolution lines, the fact that this exact method of evolution was added later down the line (Karrablast and Shelmet evolving when traded with one another) makes it a genuine possibility that this was intended to be the evolution method for Machoke and Graveller, and only got scrapped due to the limitations of the time. It's also fact that they do revisit old ideas to revisit them for new generations (lots of the scrapped Gen 2 betamons were repurposed and brought into later gen games like Sharpedo, Lickilicky, Mime Jr, Tangrowth, etc)
