https://www.youtube.com/watch?v=J7BEV7ME4ZAThis video details how you can use the save backup tool to run your save file on an emulator, warp to the locked event islands (you can also catch Mew this way because the Old Sea Map event was translated for english, just never released), then inject the save file back onto your cart. You can also use this method to run Pkhex and inject any pokemon you want if you prefer to do it that way. The top comment under the video also has a link for a program that lets you just directly inject the Eon ticket, Mystic ticket and Aurora ticket into your game file (i've tried it out and it let me get the tickets from the pokemon center, but I haven't been able to use them yet because the file I tried it on hadn't beaten the elite 4 yet).
There's also a forum here that has ripped the files from pretty much every official pokemon distribution cart, so you can load those roms onto an R4 and use them to distribute event pokemon to gen 4 games. You'll obviously need two DS systems for this (one to distribute and one to recieve), but the recieving console can be a 3DS, doesn't have to be a DS/DS Lite. Only problem you might encounter is you need to set the date and time on the distributing DS system to within a certain time frame, otherwise it'll refuse to give out the gift.
