RBY’s meta in the last few years has developed sufficiently to the point where Rhydon is outright superior due to its greater bulk and better damage output. Explosion just isn’t enough to make Golem stand out, which is why it’s been dropped from OU play.

It's not Mandela Effect, Golem was considered good years ago. I don't have much proof other than pic related, a 2014 image that puts Graveler in UU, but it was OU at one point.
Things have just changed so there's pretty much zero reason to use it over Rhydon

Aren't the only mons banned in gen 1 OU mew and mewtwo though which has been a thing since forever? I couldn't imagine anything else getting banned, so what changed?

There have been new mechanics discovered recently (for example the most notable one is Body Slam being unable to paralyze Normal types), but in this kind of extremely old and limited game things can change out of nowhere even without an externally induced modification (such as a patch or bans).

RBY UU / NU is dominated by water types and blizzard coverage. Like 2/3rds of UU for instance can solidly 1v1 Golem.

Golem's main role in OU is countering Zapdos, which Rhydon simply does better, especially since it hits harder while the difference in bulk is pretty negligible. For that reason, it fell to UU.

Just check how much SF3 and other old fighting game metas change thanks to the discovery of new counter picks and techs.
New smoking tiers aren't metas because the bans change daily to accustom circlejerk members preference

It neutralizes leftovers/black sludge recovery, so it can sometimes be critical in turning a 3HKO into a 2HKO.
