Because May is a fictional female character, her actual age isn't set in stone. I think most Pokegirls are designed and written (in the case of the anime) in a certain way to appeal to all age groups. May has the visual appearance of an older teen which draws in teen boys/adult men to the anime but is written to be emotionally unmature "enough" to make her appealing for young girls.
That's kind of how the Japanese executives lure in their enormous audience because of that uncertainty that confuses most western fans. It's like ill-fated Arceus lore that we in the West perceive said pokemon as THE Pokegod though the East just sees it as another Mythical Pokemon made to sell movie tickets.
