i sometimes do the latter, because it's fun to open packs, but you absolutely have to recognize that you're almost never going to get your money's worth opening sealed product, and you're almost never going to get the things you actually want. if there are out of print cards you want (or hell, even if there are shitty modern cards you want), you're always better off just buying those outright
