It was either to emphasize that they were still monsters and needed to be WHIPPED because Psychic types were dangerous and tended to get dangerous ideas if they weren't WHIPPED.

Whips only make sense under the original premise that Pocket Monsters are monsters. The franchise quickly established that the design philosophy going forward is that all Pokemon are capable of being your friend. You don't whip your friends, do you?
