The balance is perfect, but zoomers always need their Level 45 Swampert before the 5th Gym so I can see why they can't appreciate proper game design. In Johto, by the time you get to Victory Road, your Starter will have just evolved, which is a perfect representation of your journey, and the evolution rate is perfectly spread across your adventure through the region, ending nicely at the Pokémon League, whereas in other games you are fully evolved by the time you get to the 5th or 6th Gym, making the rest of the journey feel anticlimactic.
