Because there are cruel people who take advantage of Pokemon who don't know any better or exploit a Pokemon's trust in them like that and can get away with it without legal consequences. Not all Humans are like that and not all Pokemon will listen to a human's commands like that either. Its an example of a human being cruel and exploiting the trust of a Pokemon for selfish reasons and not being honest with them instead.

Shit gengar. If your ghost pokemon wouldn't start spooking around the moment something seems wrong, they don't love you. Not that yellow coat deserves it, but Gengar is still stupid for staying instead of doing literally anything else.
