You can catch Chinchou, Tentacool and Wooper all very close to the Olivine. Water is a bigger threat to Jasmine than Fire.

Flint isn't weak to fire but to water so he doesn't care if he can sacrifice Steelix to set up sunny day.
Now for Jasmine... I guess it's because the player has a Pokémon with Surf at that point. And not necessarily a Pokémon with Flamethrower.

But Steelix is slow, has a shit sp def and contrary to Flint it's Jasmine's ace, not a mon you can sacrifice to boost and protect others, so it's stupid.

Flint uses Sunny Day for team synergy, your expected to switch out your fire type after Steelix goes down while Flint would get some momentum from the last turns of the weather.
In the case of Jasmine I think it's more about flavor than practical use, she runs a lighthouse and needs clear skies for it to work best.

Steelix's attacking moves in both instances are Physical, even before the Physical/Special Split that Gen II Steelix would be lowering your Pokemon's Def Stat so its Rock Throw & Iron Tail hit harder. You can certainly argue that Screech is pointless since Steelix doesn't have the staying power to pull off Screech but there's at least a logic there.

It would be neat if Jazzmine had different moves on her Steelix depending on which starter you picked. Like if you chose totodile it would be Sunny Day, if you chose cyndaquil it would be Rain Dance, and I guess Sandstorm for Chikorita? I guess it doesn't fully tie out.

In jasmine's case I see it being there to encourage kids to use fire moves on steel types since it was a new type in gen 2 and steel is a strong type on it's own. It would have been better and more challenging if it knew sandstorm instead, along with dig in place of screech.

In recent games Gamefreak has been reducing movesets to make bosses a little better at strategy. No point in giving them a move like Growl to spam and lose when they can just have attacks and generally be more challenging.

Not him and nor even remotely defending gamefreak, but it has some truth to it. Gamefreak knows fuck all about their own AI, so instead of reworking how the CPUs pick moves they just reduce the movepools so that the pokemon use the most optimal attacks.

I've never understood GF's autism about double battles, thinking that you can only have double battles against paired opponents. Not to mention how in ruby/sapphire there was a strict limit of double battle trainers only having 2 pokemon with no reserves.

I've played a romhack that puts "ideal" movesets on pokemon, like every trainer is a smogon player, and it's annoyingg af to have to battle each trainer like a final boss
