In the leaked beta they still evolve into each other (albeit at later levels), so if they were disconnected, they were later connected rather early.
If I had to guess, Dragonite was made first and they worked their way backwards. Dragonair has a number of similiarities with Dragonite beyond being dragons, the face is similarly-shaped, the horn, and so on.
