Lore wise, a Pokémon’s in battle speed =/= their actual speed.

Why would that be different? Speed is a measure of a Pokemon's movement speed. If they can move fast, that carries over into battle. Pokemon with high speed stats are generally depicted as being able to move fast.

Vikavolt can move fast, but it's "slow" in battle because its attacks take time to charge.

Pidgeot is faster than Talonflame (in lore). Dragonite and Arcanine are faster than Boltund (in lore). Escavalier, Vikavolt, and Celesteela are all fast (in lore) but slow as shit in gameplay.

Battles aren't actually turn-based, it's an abstraction

In a "real" battle, obviously physical attacks wouldn't have to charge like special attacks do.

Nope. It has to charge up its arrows and gets BTFO’d in reaction time by slower mons in the anime.

Speed is not fucking how fast you move. It's turn order, if you want to get autistic, it's reaction time. A pokemon might beable to move at over 100 MPH but Electrode has an insane reaction time, Electrode is going to react first.

No it's not. Only in Burgerland is it called speed. In any other languages, it's initiative. Initiative is never portrayed as speed. Your speed stat in DnD helps, but you can still roll badly as the 2 foot Drawf can still move first in a turn order. Speed is turn order, it's not portrayed as actual speed except in head canon and people taking Burgerland "speed" way to literally.

Those are pack animals. Horses were used as mount because of their speed which was highly prized. In my area of expertise horse riders were the apex predator of the battlefield, able to cover ground quickly and do quick maneuvers, able to turn the tide of battle and be excellent warriors in raids and skirmishers. There's campaigns that we changed by only a few horsemen.
