You know smogon has outright banned strategies designed to waste time, right? The object of stall as a playstyle is to wear down your opponent's Pokemon while taking as little damage as possible. With that in mind, it becomes a playstyle much more suited to time limits despite what stupid cunts such as yourself think. Because in the timespan of 20 minutes, a full stall team is much more likely to remain more intact than a non-stall team, and therefor would be declared the winner. Furthermore, since there are no actual competitive clauses akin to Smogon's, one could very easily design a team built to KO a single Pokemon and then stall out a battle until the timer runs out. On top of all of this, the timer is prohibitive even for non-stall teams. If it's at the point where most battles in your format end in a time out, then that format is basically unplayable.
Also anyone with half a brain knows the reason stall doesn't exist in VGC is because doubles punishes stalling as whole. It's a completely different game trying to stall out two Pokemon at once rather than going one on one.
