"never trace" is for an artist who actually has sight-size skills, and someone who asks "how do draw pokemon" does not have sight-size skills. even on top of that, tracing can be good for experienced artists to learn how the original artist moves their hand, which is a piece of an artist's style.
OP, trace your favorite pokemon designs and then try drawing then with basic shapes (circles, squares, triangles). if you want to get series about this stuff, look for "dynamic Sketching 1 with Peter Han."
