It could be advantageous for say, a Lillipup to use Thunder Fang that way against a Moltres, since it wouldn't have to actually bite the target physically and risk itself to getting thrown away, but for Carvanha and Pikachu it doesn't make sense because Carvanha has strong teeth, Pikachu is really weak, and Pikachu would hurt itself trying to take Carvanha off of it due to the Rough Skin.
