Also I'd say that its BST the barometer for whether a non-legendary Pokémon is considered a regular Pokémon, or has some special status like a Pseudo or Volcarona.

I'm guessing it's because it learns Dragon Type moves by level up and is partially based on Chinese Foo Dogs. And Foo Dogs and Chinese Guardian Lions sometimes look like Chinese Dragons.

Arcanine's BST is higher than Volcarona's.

Yes, Arcanine was intended to be part of the Legendary Trio along with Zapdos and Articuno, but they realised it was weird to have two birds and a dog so they made Moltres. It's also categorized as the Legendary Pokemon in the Pokedex.
