Deepest or most developed?

Those are different questions -- as somewhere like Galar or Sinnoh has more history and depth to it, but its not nearly as explored and detailed as something like Kanto.

this, kalos also has very deep lore and numerous hints, but they didn't actually do much on the main story and kinda left them. hoenn too had its lore expanded with oras, for example the draconid people.
