Scizor is infinitely better than scyther due to a better movepool, God tier typing, and access to a mega evolution. It doesn't need a BST buff.

I always thought it was cool how Scizor wasn't a straight upgrade, but rather more of a side grade for people who want it. Obviously Scizor mogs Scyther competitively because Bug/Steel is a way better typing than Bug/Flying but for in-game playthroughs you can very easily get away with using one or the other. Do you want some more speed with Scyther or a bulkier, harder hitting mon with less speed with Scizor? Makes me wish we had more evos like it because it makes for fun playthroughs where you just use the prevo

Except that in Steelix's case the concept progresses, from a big and hard serpent to an even bigger, harder serpent. Scizor trades mobility and sharpness for strength and toughness.

Zacian and Zamazenta also have the same BST. Typing, movepool, abilities, and stat distribution matter more than BST.
Within reason, of course. A Bug/Ice type with a useless ability, no coverage, and a SFMA distribution would still be god tier with a BST over 1000.

GF wanted to give Mr. Mime an evolutuon, but Mr. Mime couldn't use Eviolite in previous gens and it would be inconsistent if it suddenly could now.
Same reason why they needed to invent new evolution methods each gen they added cross-gen evos (since old methods didn't work in old games), and the same reason why they needed to make incenses to get babymons (because Snorlaxes and Sudowoodos hatched from eggs fully grown in older games).
