You completely forget that it has 92/145/145 bulk and is faster than Tornadus-T, and this is without including Dauntless Shield, giving Zamazenta-C an effective 225 Defense stat without investment. It is also immune to Poison and Sand, is x4 resistant to Stealth Rocks, and Fighting/Steel actually has pretty good resistances.
The reason why so many Pokemon in Ubers are Ubers is because their excellent power has many chances to be utilized thanks to their amazing bulk. Zamazenta-C lessens the Power in favor of being so unbelievably hard to KO.
Just to put into perspective how hard to KO Zamazenta-C is;
252 SpA Life Orb Sheer Force Nidoking Earth Power vs. 0 HP / 0 SpD Zamazenta-Crowned: 273-322 (84 - 99%) -- guaranteed 2HKO
It can fucking tank an Sheer Force, Life Orb, STAB Earthpower from Nidoking, and thanks to its Fighting/Steel typing, it's only OHKO'd 18.8% of the time after Stealth Rock. This is all while being uninvested AND while being hit on it's frailer side.
This is also coming from something that hits still decently well for OU standards and is also fucking faster than Tornadus-T.
With Defensive teams, Sub+Howl or Rest+Howl can nearly be impossible to break past. With Offensive teams, Zamazenta-C can just run Ability, invest only in bulk and attack, and go to town with very little amount of ways to revenge kill it.
The reason why it sucks so much in Ubers is the fact that nearly everything has the bulk to stomach it's attacks multiple times while being able to easily break past its defenses there.
