Go catch a poliwag on route 30 and train it to level 7 so it knows hypnosis, sleeping pokemon can't run from battle. Everyone complains about machanics like this but willingly ignore the in game solution

But you can only get Growlithe before the first gym in Crystal, where Fire Stones are available in Johto. The problem then is, when do you evolve it? Probably when you get Flame Wheel at 31, judging by looking up its moveset.

And all this work for a Pokemon that's worse than the far more common Geodude as far as learnsets are concerned, the only edge being that it's Pure Ground, but that's debatable as a pro or con because you lose Rock STAB even if you do cough up TMs for it. Even Donphan's just a Golem sidegrade in terms of BST for better or worse, and you'll only really benefit from it if you can't trade for Golem itself.
Golem might suffer from its horrendous special and the abundance of meme matchups, but where it doesn't worry about that, it can hard-carry you through the entire game, even Graveler doesn't slouch and holds its own until Clair, maybe even farther if you're dedicated.

In Crystal there's a small patch of grass at route 36, left of Violet City (this patch of grass doesn't exist in Gold, Silver or the remakes). There you can find low level Growlithe, Bellsprout, Gastly and Ledyba. However, the Growlithe there will use Roar as soon as the battle starts.
