That's not a reason for it to stay that way. I think the games are held back by their inspiration from real world countries because it causes too much priority to be given to making organic, realistic maps. It should be more mechanical, it should be designed as a video game map first so we can get better level design, and then given lore after instead of the other way around.

Portugal would be quite good. When I still had Facebook I was in a group where we were developing a game. I didn't keep anything, but we made new pokémon based on animals you find in the region and a title screen along with music was done.
Portugal has tons of flora and fauna to choose from, each region has its own style, there's tons of beaches, mountains, 2 sets of habitable islands, and 2 sets without.
I would be glad to help Gamefreak for free to make it happen.
