Chuck already has a Poliwrath iirc and he trains under a Waterfall and his badge is named the Storm Badge, so he's aesthetically solid, nevermind his proximity to the sea.
But with Volkner, he's supposedly strong enough to beat the Elite Four if he felt like it, so this purely pragmatic addition to his team feels like its in character, not to mention Octillery's previous evolution Remoraid can be found nearby.
Gyarados is too aesthetically out there for Tate and Liza whose entire thing seems to be based around serenity, mental discipline, mysticism and martial arts. But if they had, say, a Mienshao, that would at least be more in line with them aesthetically. Although I'm not sure what purpose it would serve gameplay wise.
Furthermore, it takes effort to raise Magikarp into a Gyarados. With that in mind I can't see what benefit it offers Blaine, except to get over on Rock-types. I think Tentacruel fits Blaine more though, but I don't think he really needs the coverage. A Fire/Rock or Fire/Ground or even a Sun team fits him better if we're shaking up his monster set.
I dunno, I really like Octillery on Volkner's team, but I don't feel the same about Ambipom.
