Slugma is a Kanto Pokémon and is quite rare in Hoenn. It makes sense for the grunts to not use rare Pokémon.

Don't most people mistake Slugma for a gen 3 pokemon fairly often BECAUSE it's more common in Hoenn than Kanto??

Slugma is common as shit in Hoenn. Besides, Team Aqua/Magma grunts also use Zubats, Grimers and Koffings, which are "Kantomons" (even though they're found in regions outside of Kanto, but whatever. Guess beavers are also Canada animals)

Just went through Bulba
>Magma only uses Numel/Camerupt out of the 3 available fire types in Hoenn other than Torchic
>Aqua only uses Carvanha/Sharpedo out of the like, 50 water types in Hoenn
And other than Poochyena/Zubat, there were like, 2 instances each of grunts using Baltoy and Wailmer, and only in Emerald.

The variety of grunt pokémon is pitiful in most games.
It's just sad.
Only the aether fundation gets something decent I think, but you don't fight many members.

Team Magma is a ground-type team, not a fire-type team. That’s why they have Numel and Baltoy and worship Groudon (all ground types)

There's loads of Pokemon they could've used to give the grunts more variety. The remakes took a teeny step forwards with Koffings for Magma and Grimers for Aqua, but they still don't go far enough.
