Or maybe they wanted Woobat to be more useful in the early game? Not all Pokemon are meant to be bros for the whole journey, this was made cleae by the bug types in Virdian since gen 1, you are supposed to replace weak Pokemon

There is literally no reason to use Pidgey when Spearow is available at the same time, is stronger, faster, evolves earlier, and has a better movepool.

He's not "useless" because you can make any Pokemon work in 99% of in-game playthroughs but Pidgeot is severely outclassed in pretty much every regard by Fearow and Dodrio

Only 5 more in Speed. It doesn't need much more, imo. It's already a pretty good wallbreaker
If it needs more buffs, then I'd buff it's Defense stat, give it Keen Eye and change Reckless so it also gives a damage boost to moves which lower the stats upon use (Overheat, Close Combat, Hammer Arm, ect)

Just 1 more point of speed is a massive buff.
That would let it outspeed Volcarona, both Zapdoses, Charizard, Jirachi, and Mew.
10 more points of speed will also let it outspeed Garchomp, Kartana, Keldeo, Alolan Ninetales, Terrakion, and Zarude. And it'll speed tie Latios and Gengar.

He's mad GF didn't buff Staraptor so it could become better in an unofficial metagame.
I'm not even hating on Smogon either, I play it, but it's kinda ridiculous to assume the devs to buff Pokemon for that meta.

That being said, I have absolutely no idea what the thought procces is for some of the buffs they hand out to certain Pokemon.
