I dunno. He loves his pokemon but plays favorites with Pikachu and dumps everyone else onto Oak and never acknowledges them once he finishes their respective league. He can be a hot headed screw up and loses a lot of leagues, doesn't return to challenge them again....

I don't care though, I like him. But he's not as fun as when he was a screw up.

Given how he ranked fairly highly is several major leagues and won in smaller regional leagues, he could be considered a Master I suppose.

A good Master, probably not, but considering that he has such a large quantity of Pokemon he trained, it makes sense.
