For earlier games, I'm not sure. If anything, being able to lose would just make the rival's asshole attitude make more sense. Especially in the Johto games, where Silver calls you weak immediately after losing to you.
But for recent games, the story would literally not make sense unless the protagonist canonically always wins. Hop's mental breakdown over being such a shitter would be contradicted if he could actually beat you.

You can lose a couple rival battles here and there in gen 1 and 2 and most of them in gen 7

it's implied that the trainer has to use their body as a toll in order to pay off the money owed. they cant actually show that in game or the rating would go up
