even if it was that type it still lacks the speed to have the sweeping capabilities of mega rayquaza and zacian do

How important is STAB to a move? As I said, I don't really know all that much about comp. Would removing a bunch of weaknesses and making a tanky pokemon tankier justify that loss of power?

It would if you give it new abilities to make up for it. Rock Head would seem less useful without any recoil-inducing STAB moves to take advantage of. Aggron gets a lot of type coverage so I'm not sure why you'd still run Head Smash on it.
