You cannot have something be "Ubers by usage".
That said, as time has gone on it's become clear there is an OUBL below Ubers where mons who are shit in Ubers but too good for OU exist.
We've actually seen OUBL as a playable tier. Natdex OU had a meta stabilized around:

This was before DLC2 so we didn't get to see Spectrier in the tier alongside those behemoths, but it was banned anyway (and after that, Dragapult).
The point being that OUBL can be "balanced" and skillful but centralized as fuck and boring.
