I always hated Silver being pictured alongside the Sneasel he fucking stole in Cianwood. It'd make so much more sense for him to have stolen an Eevee (since that man is Bill's father or grandfather) and end up with an Umbreon. It's a nocturnal poke like much of his team and is a friendship evolution which ties into his character arc.
Makes more sense than Blue having one, too.

Actually had to go doublecheck, I misremembered Bill talking about his family in Goldenrod City in GSC.
I still think Umbreon is a more clear fit for Silver than that Sneasel (it'd be neat for him to have it for a bit though if it could use Frustration though) and is a classic example of a Johto mon being completely locked away to Kanto.
