If we're talking about fighting techniques, yeah. They even describe them metaphorically in-game.

I mean it's the difference between dealing out flowing strikes and being as adaptable as water or resorting cruel, painful blows to the point of fighting dirty in order to subdue your opponent.

Sometimes I think after a life of failed romances, failed marriages and such at the end after he helped stop the Red Lotus the first time and material life wearing him down I image he just made boat and just sailed into the ocean and eventually became a powerful spirit under his own right ,or managed to sail into the spirit world to reunite with his luanr gf. The reason to Lugia being Psychic is its creator was incredibly autistic and wanted it to be stupidly strong since Psychic was known to be broken. This mistake hurts Lugia today (even though it is still the greatest wall until Giratina gets a reliable recovery) who would have done better as Dragon/Water
